This file provides the documentation for special tabulation data created for HUD by the U.S. Census Bureau in July 2003. This file contains data reflecting income limits calculated based on U.S. Census 2000 data before the OMB's implementation of new metropolitan areas effective in June 2003. A second set of HUD special tabulation data will be made available in the fall of 2003 to reflect the new OMB definitions. The table structure will be the same for both files.

Number of files:

There is an individual file for each table and summary level. That is, if a table has only one summary level, there is only one file for that table. However, if a table has multiple summary levels there are multiple files for that table. There are a total of 108 files.

File Format:

Initially, these files are available only in SAS data files, additional files will be made available shortly.

Labels for Geographic Areas:

The tables do not come with labels for the geographic area, each table has a single cell labels which begins as "sum" and ends with the geographic level. For example, most files are available at the Tract (part) level so there geographic identifier is in the case "sum080". The geographic identifier for "sum080", for example, looks like the following:

It is comprised of: State (the first 2 digits), County (3 digits), County Subdivision (5 digits), Place (5 digits), Tract (6 digits, with an implied decimal place before the last 2 digits).

To get a label for the geographic files of interest, we are also including SAS programs with labels for each geographic area. Those programs require that the user split out the geographic area of interest from the string above and then create a label. The programs have value labels for:

State labels: fmt_state.sas
County labels: fmt_county.sas
County subdivision labels: fmt_mcd2k.sas
Place code labels: fmt_hudplc.sas (note, these are standard place codes except for consolidated cities. In those cases, this file has consolidated city instead of place and the consolidated city code is used instead of the place code).
Native American area labels: fmt_nativeamer.sas (re: summary levels 144, 280, and 282)
Alaska Native Regional Corporation labels: (re: summary level 230).

Rounding:

These data will not add up to the available via SF3 due to special tabulation rounding rules that were not used for SF3. The rounding rules applied to each cell are as follows:

0 rounds to 0
1-7 rounds to 4
all other values round to the nearest multiple of 5

Each table has a cell labeled "total". That cell reflects the unrounded total of all of the other cells that is then rounded according to the rules above. As such, summing the rounded cells will not equal this "total" column. The purpose of the "total" column is to give the user some information on the extent to which rounding is overly inflating or deflating the unrounded totals for the cells.

Suppression:

A few tables are subject to data suppression. These tables are the F3 and F4 series of tables for Native Americans and the F6 and A7 tables on        Elderly Households.

The specific suppression rules are noted in the documentation for those tables. Generally, if suppression has been applied to a specific cell, the cell is filled with a -1. If there is a zero in a table with suppression, that means that the value is zero.

Formula Tables vs. CHAS Tables:

The tables labeled "Formula Tables" (The "F" tables) were largely requested because the data could be used for formula purposes while the "CHAS Tables" (The "A" and "B" tables) reflect data jurisdictions may like to use as part of their housing planning. That said, some jurisdictions may find the data in the "Formula Tables" useful for planning purposes, so both sets of tables are provided.

Definitions:

CHAS refers to the Comprehensive Housing Affordability Strategy required as part of the National Affordability Housing Act of 1991. The CHAS is now a component of the Consolidated Plan.

HAMFI stands for HUD Area Median Family Income. The HAMFI income limits are calculated annually. The income limits used for these files are available as table "Income Limits" and reflect what the Income Limits would have been in 1999 if Census 2000 data had been available to calculate those limits.
